| | | Budget Reactions The Chancellor has announced a number of measures in the budget which have implications for the sector. Today the Chancellor has announced his budget and reaction has been coming in from across the sector. It seems that the Chancellor has listened to the views of the sector on gift aid reform and social investment. Sir Stuart Etherington, Chief Executive at NCVO, said: "In a budget where the Chancellor had little room for manoeuvre, the fact that he has listened to charities on social investment and gift aid reform is very positive. This is undoubtedly still a difficult environment. Charities are struggling with decreasing budgets and increasing demands. With further spending reductions in sight, it is crucial that government at all levels listens to the charities that work every day with the people who will be affected."
Speaking on the the government's consultation on social investment tax relief he said: "Charities run expert, high quality services, but often struggle to find the finances they need to expand their work. Social investment is an increasingly important way for charities to grow. We've long argued that levelling the tax playing field to ensure that social investments are just as attractive as other investments is a crucial part of supporting this burgeoning market. This consultation is a very welcome step and we look forward to contributing." The Chancellor also announced a consultation on new measures to make it easier for the public to add gift aid to charitable donations they make online. Under the new proposals individuals would only need to make one 'declaration' for each online service they use with the aim of increasing the number of donations with gift aid added to them and maximising the amount going to charities. Charities (and companies) across the country will also benefit from the new employment allowance which will take the first £2,000 off their employer national insurance bill. Treasury sources say that this measure could be worth £45m to 35,000 charities. Joe Irvin, Chief Executive at NAVCA, said: "We welcome the fact that charities that employ staff will benefit from the proposal that employers' national insurance will be cut from April next year. However, we feel that George Osborne has missed a bigger opportunity. He could have demonstrated he understands that as well as providing vital support to communities, local charities and voluntary organisations that can help get our local economies moving."
